Really excited that you can influence what transportation cims take. So not zoning enough parking and raising the rates of parking in say a more dense city. Means you can influence the chance that more taxis will be in the city. Any thoughts how you can make a more taxicentric city? Like NYC, etc.
 
We know for a fact the presence of taxis is not an influence thing. We build taxi depots and stands ourselves. We can even limit a depot to service a specific district if we like. What we can influence is people's use of them. You seem to have a grasp of how that will work already with your noting that not making parking will influence people to use taxis more. We'll want the taxis to be profitable as well so local production of oil (which will influence the industries to make fuel refineries) will probably contribute.

I predict taxis can't be the complete solution though. Probably add some busses or subway tunnels to help it along. Also I suspect a bit of taxi presence no matter how well built our mass transit is will always have a place. There will always be a few people that want to move in a way our set up doesn't provide.

With teens prioritizing cost, adults prioritizing time, and seniors prioritizing connivence, seems seniors will be taking taxis quite a bit. If you build neither parking nor transit, and then make taxis widely available, you'll probably see a lot of them, but it still might not be effective. You might just need to add some transit to make the city run smoothly.
