How can I play the game without the us of a sound card?

IIRC a sound card is required to install the game, but not play it.

Strange, I could install game without a soundcard, but when I try to play it , the game gives an error message during the loading

Find the settings.cfg file in the HOi2 folder.
open it in wordpad.
You will see this line
1 #MUSIC (1 for on)

Change the 1 to a 0 and save the file.
