Whad would you think to the proposal of setting up a string of events that would even more severly hamper the growth of large empires.

I think this could propose chalenges for larger conqueror happy countries (Kaliphate ukraine) you know the ones....

i am not piositive on the sizes of country / tech group names but lets see what you think of it

This is a really interesting idea.

I don't think that any nation should drop more than one tech group, though. And the cutoff would need to be large, otherwise it would affetc places like Eire with all their colonies.

How about 80 provinces?
