I need someone to please tell me why all of the sudden "terrain.party" exported . Does RAR only extract text file and not the height map?. I think the system for "heightmap" is broken. Perhaps I am missing something?.

Terrain.party is a 3rd party homepage and at the moment it is broken. Try and get in contact with the owner of that homepage.
As per 6 August 2019, the data source used for Terrain.Party has been permanently shut down by the USGS (it was their own server). More here: https://lpdaac.usgs.gov/news/global-data-explorer-gdex-has-been-retired/
Unless the creator links Terrain.Party to a new data source, it will never work again.
You can use https://tangrams.github.io/heightmapper as an alternative, but it is not as userfriendly, nor is it designed for use with Cities Skylines. You'll have to do a bit more work to get the correct map size.
