Does this update include the proper nomadic government type for the Dothraki, Jogos Nhai, and other nomadic lands?

Also, for what cultures or culture groups does the wolf's blood event chain happen? I know werewolf is culture-independent at least in vanilla it is.

No nomads as if you do not have the dlc they wont even spawn as nomads if ai controlled.

Why is it called Qohor?

The test version are named alphabetically an this time it was Q, so in this case it was called named Qohor.

Do dragons work yet? I read in another thread that they weren't and then I read last that they were working properly now, so which one is it?

If you use the second 2.4.5 beta patch yes they will work. If you don't then no.
