The AI can change the cultural reform but the player can't

Description​

When my ruler was dying around 1143, I choose "by the sword" (not sure about translation) as my new focus for cultural pilar/tradition.

Then my ruler died, and since the heir was a child, another ruler was head of culture.

He changed the reform in progress.
I'm now an adult, but CAN'T change the reform in progress.

Hence:
- either the IA should not be able to change the reform in progress
- either the player should be abloe to change it.

Steps to reproduce​

Take save, let the previous ruler dies, see that it changes with the new ruler (IA one).
Take other save and see that you cannot change it when child is now an adult.
