The reasons we have against doing it our quite numerous but the main ones are:
  • Dynamic map changes are not supported by the engine
  • The amount of history work to bridge the gaps
  • We have little to no information for pretty much every single house, we would have to make them up
  • There are not many historical wars we know off so most scenarios would start off pretty much like the current Bleeding Years bookmark which many have said is boring
  • Coding for the andal invasions
  • Coding for cultural migrations
  • Coding for valyrian succession, they had 40 houses in the freehold who were effectively patricians, ck2 only supports 5 before you get interface glitches and lag if you have lots
  • Having many many dragons will almost certainly cause lag and other issues

For the valyrian succession would it work if the empire tier title was elective with 8 vassal merchant republics... or would that break it somewhat
You cannot be a merchant republic and have vassals who are the head of their own merchant republic
 
That's not entirely true. Ghis legions attacked most of Essos. Valyrian rise. 5 Valyrian wars with Ghis, the 5th ending with the Ghis destruction. Valyrian War with Royhnar off and on for 250 . Valyrian war with....well everyone. Then the doom and game over.

In westeor we had the Andal invasion, the Starks cementing their rule in the north. After the Andal Invasion rise of the ironborn and constant wars between andal petty kings, especially in Dorne till Nymeria brought her army.
Exactly the ones we know of only involve the empire so if you weren't them then there is nothing going on it effectively you waiting to be steam rolled
