The cheapest place to get Charlemagne and Art of War is at greenmangaming.com because they pretty much always let you get everything in the store around 20% cheaper by using digital vouchers available to everyone. Sometimes a little more than 20%. Even brand new stuff like CM and AoW. So prices will be more like CM 12€ AoW 16€. If you decide to pick up something else then vouchers stack with other discounts.

In my case, as i'm Brazilian, i pay in "Reais"(roughly 2,30 dollars). Steam will offer me Charlemagne directly for 24,99 reais ( 12 dollars), without any exchange rates.

This is not possible using Greengaming, as its products arent sold in my currency, and the exchange rate will make it more expansive in spite of its discounts

Yeah dollars, british pounds and euros. Charlemagne for 11,25 on day one is a great deal for users of these.

I want to point out again that Steam does not set the prices. They are up to the publishers of the games. Some publishers make €uro friendly prices whereas other companies like Paradox rip Europeans off by swapping the $ with the € symbol (as in $20=€20 which really is a rip off)
 
I'm checking GMG and they don't have Charlemagne yet. Do they take a while to get the DLCs?

True. I find that the around 20% bonus from GMG is good enough to compensate. AoW for around 16€ at launch is fair and Charlemagne at 25% off at launch is nice.
 
Don't forget that Gamersgate send out 20% off specials via email now and then. Bought CK Charlie and 2 of 4 of its ... charming ... DLC for a smidgeon over a tenner as it turned out. Their blue coins are a bonus. Gamersgate folk are a good lot.

These are good too. But since i got CM and all of the four other DLCs for 25% off on day one GMG is still cheaper.

There is definitely someone ripping people off, but it's not the game companies. That's VAT you're paying extra there, be glad our governments haven't found a way to charge import tax on games downloaded from outside the EU (yet).
