Okay so thy dothraki sea makes no sense. I mean, I know you guys are working to change it, but until then can you please make it so we can conquer provinces in the dothraki sea? It would be like colonization almost.

Nah. I'd say just leave it blank until the Dothraki mechanics are finished. Otherwise it will mess up the situation in Essos too much. I'm curious why they even bothered to fill this area with this abstract "Dothraki Sea" character.
It does seem more logical to me to have just left it all blank, as a single wasteland. I feel a bit sad as Ghiscar and New Valyria having so much de jure land that I can't claim.
After going a bit mental with the console I was once able to transform the Dothraki Sea into a series of different kingdoms and gave them to certain Dothraki courtiers. Safe to say I didn't keep that save for all that long XD
It does sometimes get populated after a century or two. If a dothraki gets a kingdom title he seems able to go a-conquering. In my current game it's been 150 years since CoK and most of the Dothraki Sea is held by a single Khal (though his primary title is the Kingdom of Sarnor, it appears as his dynasty name).
My wife fled to his court after I tried to have her arrested (we're Targs and she was readying a claim host) and I was pleasantly surprised to find I could dragon-conquest the Dothraki. Locked her up, then gave the Khal back his independence so he could continue menacing my Ghiscari cousins and went home.
