The decison "Unite the South Slavs" is outdated

Description​

The decision "Unite the South Slavs" hasn't been updated since Vlach was removed from the South Slavic heritage, and the annotations in the files still refer to it as a Culture Group.

Specifically, Wallachia and Moldavia are still required for this decision, even though Vlach culture is not allowed to take the decision. This may be on purpose, but the de jure kingdom is quite large with just Bulgaria, Serbia and Croatia.

Load the game as a South Slavic ruler (someone who can take the decision)
