completely or just the windows "waiting for response"?

Did you try to start directly into a save?
 
hmm, you could try to launch it with compatibility mode, this seems to be a technical issue related to yourcomputer
(maybe you create a thread here: Tech Support ck3)

The crash should generate a unique crash report/log under Documents\Paradox Interactive\Crusader Kings III\crashes
Would be good if you can upload it for the devs
