Has the game worked on this Mac before? In that case a full reinstallation of the game might help.

Looking at your specs I think the fact that you were able to run it in the past was a fluke and that something in the update stops it from working. Your graphics device is below minimum specs and the rest of your hardware is around the minimum mark.

It should be easy to test my theory about this though, if you right click Victoria 3 in your Steam Library > Properties > Betas > select 1.6.2 (I think that was the previous update) and then restart Steam the game will revert back. If it works fine, we know it's the update that made it unplayable, if not, something else has happened.

I'm afraid I don't know how to help here as I'm fairly confident that this is primarily down to your hardware and the changes made with the patch. Unless someone from the Victoria team can have a look at the specific error you got and perhaps add their thoughts on this I'd wager you'll have a hard time playing this unless you change your computer specs.
