Like the title says I the UI is always out of proportion and I can't play the game because the buttons are inaccessible. The problem started when i began playing the game between two PCs one is a 4k display on my laptop, and the other is a 2k display on my desktop. For whatever reason, the launcher and game likes to import display settings as well. I feel this is partially a design flaw either from Steam or Paradox. If anyone knows of a quick fix please let me know I'm struggling every time i change PCs.

Actually settings are per machine, they are never imported - that would be a really dumb thing for a game to do!

They are kept in local files, Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt

You could try deleting or renaming those files, so they get recreated at defaults.
