The Hanseatic League Mission "Tend to The Towns" Is Uncompletable

Description​

After forming the Hanseatic League as Dithmarschen, I've worked through the missions, and am unable to fulfill the requirements for all of my provinces for the mission "Tend to the Towns", in spite of the fact that all of my provinces do fulfill the stated requirements, and when clicking on the question mark icon, the game doesn't highlight a single province as not fulfilling the requirements.

Steps to reproduce​

Attempt to complete the mission "Tend to the Towns"? Problem is unclear. Maybe it has something to do with not having the trade league government, or not having the latest dlc installed, or maybe having random new world enabled.

Colonies were the problem. They didn't have the required development and Tahitados even had 7.15% devastation. Abandoning both of them allowed the mission to complete.

I don't think that existence of colonies was considered when the mission was made. Mission can be completed but maybe needs a change in the trigger. Only counting European provinces seems appropriate.

Hey there and thanks for the report! It seems that New World provinces are not being highlighed by this mission if 'Random New World' was used. I'll send it over to our database.
