The Hiei

Hey guys, I'm a Japanese player and was wondering where the Hiei went from the Japanese OOB?

I checked both the starting OOB and the ships in refit and it wasn't there, though the Kongo was in refit and Haruna and Kirishima present in the fleet. I know Hiei and her sisters were refitted in the 30's-40's, and Hiei somewhat later than the rest of the Kongos but still wonder why she isn't included.

Was it a gameplay balancing thing? The fact that she was refitted later? Oversight?

Thanks team, keep up the beta testing for 0.4, I eagerly await it, when it's done of course . Does it have any major Japanese changes? (More extensive event chains, OOB changes, economic changes, etc?)

The Hiei is included in the naval construction events for 0.40. I don't think there are any especial extra events for Japan, although you will notice some changes playing as them, because we have revamped the naval side of things, for one, and because we have adjusted the Chinese situation somewhat, as well. A number of other, general event/tech changes impact on Japan, also, so it will be somewhat different to what you have seen before.
