With adjustments to supply cost, techs and units in line with Math Guy's proposals, except for the bits I've undoubtedly forgotten to do.

"It's becoming clear Neville, that Churchill is managing to stir up significant amounts of people into a clamour with his cries of strengthening the League by re-arming."

"Yes Prime Minister, I've been thinking about that we need to strike a balance between modest re-armament and the need to avoid provoking our continental friends, I think I've found a man for the job."

"Really, who do you propose?"

"I recently met a chap called Holroyd, related distantly to the late Earl of Sheffield, a Sandringham man, ex Major, he's been running a petroleum refining company in the USA for the past 7 years and has made vast productivity gains using his flair for organisaton. If he manages to do the same with our forces it might magnify the effect of our spending."

"I don't hold out much hope of that... but I suppose we really ought to mollify Churchill and his rabble, lets have him in for a chat."


1st January 1936

Admiralty House, London

"Im not used to taking orders from an Army type." Chatfield Said

"I'm sure you'll get used to it eventually, but in the mean time I'll be looking for you to give me as much input on what we are going to do as I will be handing out."

"now, The government has embarked on it's plan to modernise industry and this means resources which could have been spent on the armed forces will instead by used in building more factories, a short term loss, but hopefully a long term gain."

"I am proposing that we begin to integrate, mechanical computers into our research programs, I used them in the states to help cut down the amount of calculations we had to do with slide rules."

Chatfield Snorted.

"I also would like to see our chaps look at improving our Naval designs somewhat, and adapt commercial mass production to ship-building."

The first lord looked a little surprised.

"We might not have much money to spare right now but if the continental situation should boil over I'd prefer us not to be caught with our pants down."

"I'd like you to order all our Naval vessels back to the UK, were going to see if we can re-organise the fleet and carry out a number of Sea Trials. Now could you appraise me of our situtation regarding cruisers?"

"We have 40 odd crusisers of various types, half of them are Enterprise Class CLs these are kept largely as a reserve, our more modern Leander and Devonshire Class make up the rest, we also have a few Leander class under construction, they should enter service in the next two years and allow us to retire a number of the obsolete Enterprise class."

"What about Submarines?"

"We have a few flottillas of coastal submarines."

"Ramsay tells me that we have some new designs on the way for a longer range model."

"Yes, quite why we should bother though is beyond me."

"Aircraft my Lord, aircraft, they cant see the submarines, but they can see our surface fleets, Submarines could be used to mount close blockades, whilst our Main fleet stands off, prepared to move in when an unmissable opportunity arises."

"I think you'll find Navy tactics are the province of the Navy old boy."

"Quite, and I think you'll find that when you have submarines in your fleet you can find good uses for them."

"I've decided that the light cruisers on order represent very little value to us at the moment, I want them cancelled," Chatfield's neck went red, and he seemed on the verge of an outburst.

"We should be building heavy cruisers, after all if that shower begin to build up, they won't be thinking of a few light cruisers to protect their merchants, they'll be intent on smashing us, we need weight of firepower."

5x Devonshire class placed on order.

"Also, I feel that we need to modernise the destroyer fleet, our old v-class flottillas can be used for merchant protection along with our old Enterprise CLs for the time being, but I've ordered 10 flotillas of A-Class destroyers to be constructed."

"By God Holroyd, your a confounding sort, I thought you'd come here to trim away more of the Senior Service, but you turn out to be a Navy man."

"I have come to trim, my Lord, but only the flabby and useless, I've come to turn us into a champion prize fighter."

"I hope a heavyweight and not a lightweight."

"So do I, but that all depends on our elected masters."


January 19th 1936

The King is dead, long live the King. Shouted the newspaperboy as Holroyd got out of the Cab and walked to No. 10

After a short wait he was shown through to the PM.

"Terrible news, sir."

"Yes Holroyd, I offered my condolences this morning, and I now have a short period before I need to attend more urgent business, so you'll need to be brief."

"I've reorganised the Naval building program sir, to focus on modern heavy cruisers, cancelling the pre-ordered light cruisers. I've placed orders with Rolls Royce, for new more powerful fighter engines, and persuaded the army to adopt a more coherent command structure, thus allowing a more effective use of our supplies."

"All of that sounds good to me, sounds like we're doing something doesn't it."

"Yes sir, that what Mr. Churchill said."

"Yes, I heard he paid you a visit. I imagine he wasn't satisfied by what he saw."

"He said it was an interesting start sir."

"I see. Well, that will have to do for now, I look forward to our regular monthly meetings."

"Yes sir."
 
March 1st 1936

"I'm sorry I couldn't see you last month, various issues cropped up to prevent it, so let me know how we're getting on." Baldwin said.

"Sir, the Naval reorganisation is getting along well, we have brought back all our ships with the intention of resorting them and putting together a newer more agressive stance than our previous deployments."

"I hear you've had a chat with Gort, about some ideas one of his underlings proposed."

"Yes sir, General Alanbrooke, has some interesting ideas on Imperial defense.
He proposes setting up 4 overall command posts, each covering a World Zone."

"I see."

"World zone 1 being the UK and Western Europe, our most vital zone.
World zone 2 the Middle East, with the Suez canal as it's base and chief zone of operations.
World zone 3 being India and 4 representing the far east.
His plans basically allow for a rapid redeployment of force into any of the zones and our divisions can expect a consistent command structure, thus reducing the amount of time needed for us to get up to optimum operational efficiency."

"Gort seemed rather impressed to me, didn't please Montgomery-Massingbird much though."

"No sir, but hes not moved on many issues since the last war."

"Who's to say he's wrong though?"

"Nobody sir, but his ideas for a chain of fortifications are ... expensive."

"Quite, good job Holroyd, I'll see you in a months time."

May 2nd 1936

"Once again Holroyd, I am sorry we could not enjoy our planned meeting last month but I trust your trip to Africa with Field Marsall Dill was enjoyable."

"Yes sir."

"Yes. Well, how did the redeployments go?"

"The New 1st East African Army Group has deployed it's headquarters in the Sudan, 3 Divisions under direct command of Field Marshall Dill. 2 Smaller unit's the 1st and 2nd East African Armies, each comprising of two divisions are currently deployed across the Tabora Gap, with the 3rd East African Army forming a local Reserve in Tabora itself."

"Fascinating."

"Sir."

"Do we have any other news, I can use to quieten Mr. Churchill?"

"Well, I did manage to visit the Rolls Royce plant last week and it seems that they have managed to get the Merlin engine functional within our required parameters. If everything goes to plan then we should have a new set of fighter designs on the drawing board this autumn, which will have significant advantages over our current crop."

"All, rather expensive I imagine."

"Yes sir, but I've been looking at ways to mitigate this. In the USA they've been making use of standardisation techniques for many years to produce everthing from cooking pots to tanks. My recent look at our industries show a real problem in this area. Almost no standardisation of anykind, it will be difficult for us to adapt, but if we do end up having fisticuffs, we will need to be able to match the enemy blow for blow, hopefully our research will enable us to do that."

"Good, and hopefully it will allow our tradesmen to make more and cheaper goods for export if we don't, splendid idea. Now our friends in Baghdad have decided to complete their rail link to Berlin. How do you see this as affecting our interests in the region?"

"It both provides advantages and disadvantages. A fully complete rail link could allow the Germans to sweep from Berlin to Baghdad in a matter of days. However due to the small gauge and the fact that it is a single line, the amount of supples that could be sent to support a force there is low, and we would be easily able to move troops through Kuwait north to interdict them. All in all it's only a problem as long as the loyalty of the Baghdad regime is questionable."

"Quite. Well thank you Holroyd. I will see you next time."

"Yes sir."

"This month sir, we've been able to finally integrate our mechanical computers into our research teams, it will allow us to spend less money and achieve quicker results."

"Quite a noteworthy achievment, anything else on the horizon?"

"We've been working to industrialise the pasturisation process, our scientists believe it will allow us to reduce the amount of waste in our mens rations."

"Good, good, now the League has been considering action against Italy, what I need is wholly realistic apraisal of our stengths and weaknesses in this area."

"Our fleet, can wipe the floor with them sir, we can cut off the Suez canal at the drop of a hat and starve them out."

"What about our Military capabilty around Abyssinia, how do we shape up."

"Well, following Field Marshall Dill's restructuring, we are in much better condition than we were, however, the units he has command of are understrength, some by as much as 60%, also the training of those troops is poor, they are little more than militia, and putting them in action against the Italian's would probably lead to their defeat."

A man popped in through the main door,

"Sorry to interrupt sir but it appears DeValera has banned the IRA."

"Well thats good news at least, thank you, Holroyd please continue."

"Both Field Marshall Dill and myself are in agreement, one Division in each army should be taken out of line refitted and retrained as an Infantry Division, preferbly motorised
and then returned. Field Marshall Dill estimates that this will completely alter the balance of power in the region and will cause the Italians to adopt a more cautious tone."

"But it will cost quite a few pounds."

"Yes sir, and I have informed the Field Marshall that it might be some time before we can embark on this program due to costs."

"Good, well, till next month then."

Today the great nation of Germany offered an agreement on many issues of concern to the Austrian Government, who rejected it out of hand.

Spanish civil War

The Spanish republic was in uproar today as the political situation fell apart.
Fascist groups, believed to be receiving support from Germany and Italy have overthrown the Government in several areas of Spain.
A Spokesman for the British Government declined to comment on events.

July 19th 1936

The desk telephone rang, Holroyd picked it up.

"Sir, I have the Prime Minister on the line."

"Thank you Sylvia."

"Holroyd?"

"Sir."

"Ahh, Hello, I'd like you to assist the forces in preparing plans to send hefty supplies
to the Spanish Republican forces along with standard infantry weapon designs, we have one potential enemy in the Med, we can well do without another. Field Marshall Gort suggests that fighting through proxy will allow us to underpin a potentially valuable ally and perhaps persuade our Fascist friends that should the call come we won't back down."

"Yes sir, I quite agree."

"Good, well thank you, and I hope to see you soon for our meeting."

The phone clicked off, Holroyd replaced it in the receiver.

"Right to business Gentleman, the PM has provided orders that parts of our stockpile be prepared for immediate shipment to Spain, along with designs for basic standardised weapons. I'm thinking 1500 Standard supply units will be sufficient."

"Bloody hell sir, thats practically a months production."

"Yes and we have enough to last us almost 10 months in reserve, plus we are producing adequate replacements. Maj. General Warren's last report from Gibraltar gave quite detailed estimates on Spanish forces and their likely rate of resupply. A month's worth to us will likely last the Spanish a year or so. Adequate time for our political masters to decide if any further assistance is needed, in the mean time we get to dispose of the older items in our stockpile and thus know that fresher stocks will be sent to our chaps."

"Of course sir, I'll get on it."

19th August 1936

"Good to see you again Holroyd."

"A Pleasure for me as always Prime Minister."

"Now, I recall your note from last week about this pasturisation program. Could you explain it to me in more detail as I'm a little sketchy on how it will help us."

"The process will allow us to increase the shelf life of military ration's in some cases from months to years, whilst new plant had to be installed in the relevant factory, the new methods will actually reduce the wastage in production in in total reduce the cost per Supply unit by a sixth of 1 percent."

"That hardly seems like a saving."

"It does mount up sir.

"Well I imagine so, but was it worth the effort?"

"I would say so sir, as the techniques can easily be transported into the civilian sector under government license."

"Ahh, I keep forgetting that you like efficiency in all it's guises. Well, I am certain that will assist greatly in silencing our parliamentary critics. Now, what other news do we have?"

"The second batch of A-Class Destroyers should be complete in the next few days, allowing us to retire several more V-Class flottillas to the reserve."

"I see. Well, that is good news a strong modern Navy, hopefully should assist in putting the willes up the Germans."

"Sir, in that respect there is something I should like to mention."

"Go ahead."

"We presently have 24 Enterprise class cruisers, in the event of a war with Germany these are unlikely to provide much use. By early next year the first of our new batch of Devonshire class heavy cruisers will be undergoing commissioning. I had planned simply to scrap the excess Enterprise units, but I think I have a more useful proposal."

"Expensive I imagine?"

"No Sir, well not to us at any rate, We should give them to the Dominions."

"What?"

"Sir in the case of a far eastern war, we are at present commited to garissoning Singapore not only with troops but with our fleet. Yet it seems to me that the present climate could lead to a war in far east at the same time as war in Europe. We would be prevented from giving our assistance to the Dominons as we would like. Also when our new carriers come into service.."

"New carriers?"

"I am planning construction to start next year sir, no more spending above our current budget."

"Thats good I could barely imagine what the chancellor would have to say about any proposed increases in the military budget, much of it unrepeatable I imagine, continue please."

"When the new carriers arrive, which should be late 1939, then I propose we give our Argus Class carriers to the Dominion fleets. together with their own building programs and the cruisers this will allow them to provide a credible threat to the Japanese fleet, if we do not face Japan then they could be used to protect Dominion troops being ferried to Europe in the case of war there."

"That sounds like a very reasonable proposal to me. It certainly would reduce the burden we could face in the event of such simultaneous wars. Very well, I will discuss the matter with at the next Dominion Summit. I look forward to hearing more ideas next time Holroyd."

"Yes sir. Thank you."
 
This is great. And as someone just starting to play HoI, & playing as one of those Dominions, I wish you'd be there to send those ships to me :)

Hi Fuhrerdammerung,
I enjoy military and industrial history and am determined to right the wrongs caused by initial British timidity and amateurish preparations, (Both largely thanks to N. Chamberlain.)

The Alanbrooke/World Zone idea is based on then Field Marshall Alanbrooke's post war Imperial defense plan, which iirc was never really implemented, nor was it needed, pre war such thinking might have made some difference, but who knows.

My main idea is that pre-war the UK could not spend huge amounts on infantry, nor would it be worth doing so, the best defense for the UK was it's fleet, which had sadly languished during the treaty years. With a strong fleet Britain can weather any initial storm, flatten the modern German Navy, then the Italian Navy and then I can perform an Army build to up smash the German Allies and allow Soviet pressure to take it's toll, and if the Japanese join in and my planning works, well lets just say they won't enjoy what I've got planned for them ;)

Italian forces bogged down in Abyssinia.

I'l Duce, Mussolini, the Italian premier has given a statement on the seemingly slow advance of Italian forces into the hinterland of Abyssinia, following the Italian defeat in Gondar.
He states that 'Italian forces are busy helping the wretched who have been badly treated by the monster Selasie's army, we will return to the advance soon'

The rt. Hon. Winston Churchill MP (Con) described Mussolini's comments as 'lacking any basis in reality' during a Commons speech.
It was later noted that the Italian's had once again rejected the possibility of League of Nations chaired discussions to resolve the matter.


Times Headline 4th September 1936

Scandal at Buckingham Palace.

IT has become known to this organ that our King is preparing to flout the Christian ideals of our Glorious Empire by marrying an American divorcee.
We demand an Inquiry by MPs into this affair and how such scandalous behaviour will affect the morals of our young.


September 27th 1936.

"Hello Holroyd old chap, how are you?"

"Not bad at all Slim you old bugger."

"I hear Baldwin's got you doing all sorts of odds and ends, helping him out with his military planning."

"Yes, I've recently been to see the launch of several new destroyers in Glasgow."

"The Navy won't win wars old chap."

"The Army won't be able to get to the war to fight it without the navy."

"Quite right, until of course we create some monster plane capable of carrying us there."

"Keep in touch."

"I will do."

Later that day Holroyd arrived at no. 10 for his monthly meeting, in time to see the King storm out of Baldwin's office.

"Not the best of times for my meeting sir?"

"No, but we must press on. What do you have for me."

"Once again sir, we have been able to remove old destroyers and replace them with several new ones, our Dominion allies in New Zealand have come up with an effective .50 Calibre machine gun, I received the plans two weeks ago and have given them to Vickers to prepare for mass production, I must say though, it iritates me when our chaps don't come up with the goods first. I've had Vicker's researching this heavy calibre for months to no avail."

"I can't say it pleases me either, still it shows the Empire's worth."

"Yes sir."

"I did speak to the Dominion Prime Ministers earlier this month, and they seemed very eager for your cruiser plan to take place, so we can consider that approved."

"Excellent sir."

"When will the new crusisers be ready?"

"If all goes to plan and we have no further strikes, then mid April should see them comissioned."

"Bloody good show, I think I'll be there to see them off."

"See them off sir?"

"Sorry Holroyd, thinking of those older cruisers, what a marvellous saving that will make."

"Yes sir."

" Is there anything else we need to concern ourselves with this month?"

"Austria has introduced mandatory conscription sir, but I don't see that it has any real effect on our planning."

"Exactly what Gort said.
Holroyd, what would you say if I told you that Field Marshall Montgomery-Massingbird, may be standing down, and that Field Marshall Lord Gort may take his place."

"In such circumstances I would see it as a victory for common sense sir."

"Thank you Holroyd. Now it's probable that the next few months will be hectic here, I may not get to see you until I have solved a number of issues."

"Yes sir."

Daily Sketch Headline December 9th 1936

Edward Abdicates.

The king has chosen love and self interest over the need of his nation, his brother, a hero of the Battle of Jutland wil be crowned King George the VI early next year.
He no doubt knows that Country must come before all selfish interests.

December 21st 1936.

"I have a small present for you Holroyd, it being your birthday tomorrow. I'm giving you an extra £3,000,000 for your budget."

"Thank you sir."

"Now, what have you been able to achieve since we last spoke."

"Well, we have had to remodel our European plans due to our Belgian friends withdrawing from the Alliance. I've been working on the logistical side to General Alanbrooke's plans, in the event of war with Germany we intend to land our forces in Lille. Initially six divisions, these will be the 1st BEF Army group, of four motorised infantry divisions and the 2nd BEF Army group of 2 infantry divisions, as well as two Wings of intercepters. Our toops will act as a tactical reserve for the French Maignot troops, and if the Germans should violate Belgian neutrality then they will take forward positions in Brussells, behind the Mass river. Field Marshall Gort, amended the plan somewhat in the past week, to take into account an advance by the Germans through the Netherlands in this event the 1st BEF would move north to Eindhoven, leaving the 2nd BEF to cover Brussells along with the Belgian forces."

"That sounds promising."

"Yes sir, another interesting development, Canada has sent us the schematics for rangefinder radar sir, it will allow us to accurately gauge the location of enemy artilley and engage them with a magnitude of greater precision than was previously possible. Yet again though our scientists were unable to produce this advance despite my urging them on.
One thing we do seem to be doing though is fighter engines, Rolls Royce have produced a modified Merlin, for medium range fighters, hopefully they will have the planned long range model ready in the not too distant future."

"That certainley is good news."

"We have also finished the development of a new encryption system sir, it will allow us to replace old fashioned codebooks and transmit battle orders in real time with a very low risk of espionage."

"I see."

"Also HMS Malaya, finished her refit sir and joined up with the rest of our Battleships in Rosyth."

"Yes, now there is something regarding ships I need to talk to you about."

"Sir."

"You have plans to order new Air Craft Carriers?"

"Yes Sir, I'm thinking that after our cruisers are finished.."

"Order them now."

"Sir?"

"Holroyd, I have decided to retire, my successor will be Chamberlain, if you wait until he is in this seat then you will find him saying no to your plans.
On the other hand if you have the keels laid down and work begun, he will find it hard to cancel them, as he will face a backlash on losing jobs at the shipyards. I imagine you may have to cut back on other plans somewhat, but as you have pointed out to me, the Navy alone will enable us to stay in a war long enough to have a hope of winning it."

"Why are you going to resign sir?"

"This whole affair with Edward has sickened me, the man knows no shame, yet he is, was, the King. I his subject, yet he dared to risk our entire heritage on an American goldigger. The lengths I have had to go to have soured this job for me, and I am no longer a young man, I don't have time on my side to recover my joy in this position. The cabinet know and are prepared."

"I am very sorry to hear this sir. It has been a pleasure working for you."

"Yes Holroyd, I also have enjoyed it, I hope that you can continue to work your little miracles, because one day we may find that they are all we have between defeat and victory. It will be five or sixth months until we hold the new elections and until then we can hopefully continue to progress."

"Yes sir. I will do my utmost."

This is a splendid AAR, I must say. Great storyline, format and most importantly, you seem to be playing a really great game. Fuhrerdammerung says "you seem to be unbelievably efficient and analytical in your playing style." I have to agree.

"Ahh Holroyd. It is once again good to see you, I hope you've been busy these past few months."

"Yes sir, we have completed several more research projects, the pick of which would be theability to transmit radio over the FM wavebands, we get a much clearer signal, and I've finally been able to succeed in getting several shipyards to adopt our new Assembly construction process."

"Thats marvellous news, I assume that these new methods will be applied to the Air Craft carriers we talked about?"

"Yes sir, we have specifically held back production on the new Carriers until now. We will be able to produce the 3 new carriers at lower cost and in a shorter time than their sister ship Ark Royal, currently under construction."

"I imagine Neville will have something to say about that."

"Yes sir. Also, given that we have only 3 Argus class carriers to share between the 4 Dominions, the Canadian Government has offered to pay for the construction of a modern light carrier HMS Formidable to be constructed in our yards."

"That sounds good, we can always do with more work for our workers."

"Now we have a number of other issues worldwide, which I'm interested in your opinion on. The Spanish situation, the USSR, USA and Germany."

"Well. I feel that you were wholly justified in refusing to send extra supplies to the Spanish government, as our previous aid had not been used up, we estimate they had more than half that stockpile left over when hostilites ended, and will be using them to assist in re-equiping their armies for any forthcoming troubles. As you pointed out sir a victory here for Liberal Democracy effectively gives us an ally or sympathetic friend at least."

"Yes, I'm hoping to speak to their new premier sometime next month."

"The USSR, provided aid to the Spanish including tanks and troops, from my sources it seems they had been planning a coup but the collapse of the nationalist forces came much sooner than they had anticipated and the ring leaders were caught in a hasty attempt and executed. Of course Stalin claims to have known nothing about it."

Also one of their Generals, Heinz Guderian has been making a study of Liddel Hart's ideas on tank warfare and published a book which has caused a sensation amongst the German general staff, we're having a copy translated and will be seeing what can be learned from it."

"Good, yes I imagine it's useful to know what your opposition is thinking."

"Yes sir, we hope to catch them with their pants down in case of any unpleasantness."

Baldwin let out a dry chuckle. "Well I hope so. Anyway what about our friends across the Atlantic."

"We have interesting news that they are not only working upon similar Naval and Aircraft technologies to us sir, but they are in fact begining a re-armament program, several new battleships and Aircraft carriers are under construction."

"Perhaps they intend to intervene decisively in the case that war in europe breaks out."

"Or perhaps they intend on sitting on the fence but having a big stick in case any prospective victor fancies their chances at crossing the Atlantic."

"I don't like that thought Holroyd."

"No sir, neither do I."

April 23rd 1937

Portsmouth Naval Base

"I'm bloody sorry to see them go."

"Sorry Admiral, but they are obsolete and it does lighten our load a little in strategic terms."

"I do hope you're right Holroyd, because I can well imagine that the young lions will make an arse of it and we'll have to step in and sort it out."

"If that turns out to be the case sir, at least we'll be able to do it with a thoroughly modern Navy well capable of giving the enemy a thorough beating, instead of a bunch of clapped out cruisers."

"I do enjoy cheeky bastards who speak their minds Holroyd. It helps me to keep adjusting to a changing world."

"Admiral Cunningham, sir a message." A young rating held out a telegram."

"It's a thank you note from Admiral Howden of the Royal Australian Navy. The rotten bugger, he's trying to rub it in. Well at least I can look forward to my Mediterranean Fleet being bolstered with modern fast cruisers and a refurbished battleship or two."

"And a new aircraft carrier with a flight of Stringbags sir."

"Yes and that I am looking forward to. There, look over there, it's that bugger Baldwin, just look at the greedy look on his bloody shopkeepers face, I bet he's counting the savings out already the damned scrooge."

"I'd better be off sir."

"Yes, I can imagine, well keep making new gadgets for us as I'd rather sink than be sunk."

Holroyd decended from the upper gantry and stood at the rail watching the cruiser squadrons lower the Red Ensign and raise the Australian Ensign. They would be captained by British Officers, and sailed by British crews until they arrived at their destination, half way around the world, there hopefully, they could make a difference if war did break out.

This is a splendid AAR, I must say. Great storyline, format and most importantly, you seem to be playing a really great game. Fuhrerdammerung says "you seem to be unbelievably efficient and analytical in your playing style." I have to agree.

Once again thanks for the kind comments, I suppose the efficient and analytical style comes from having played HoI as the UK well over a hundred times, being a proud Briton and having a hard time playing any other nation does it for me, and this time with the new .csv and math guy adaptations it really is something special.
I've currently played upto late 1940 and there have been quite a few surprises that have arrived which test even my analytical methods.

July 2nd 1937

"So we've finally got the prototypes for the new fighters completed then."

"Yes sir, all flight tests have been successful and minor niggles worked out. Our new Long range fighter is the Whirlwind, we have placed orders for 2 wings which will be used to escort our strategic bombers to their targets. We are also ordering replacement Spitfire aircraft to replace the obsolete Gladiators, work continues on new bomber types though."

"Well, I imagine that will help to put firmly in the mind of our continental chums that if we decide to intervene in any forthcoming conflict, we will make a substantial contribution."

"Yes sir."

"Now it seems that we have a new potential enemy on the horizon. The USSR has been approaching various nations for help in constructing a powerful navy, even Germany and the USA have been willing to open their technical skills and shipyards to Russian curiosity. I'd say your modernisation program was started just in time."

"It's hard to see the USSR building up a truly huge fleet without it impacting on their army sir."

"I quite agree, as did Field Marshall Lord Gort when I questioned him on the matter, but it is something we need to bear in mind. I would like to talk to you about something else the Field Marshall put to me."

"Yes sir."

"He would like you and your department to be seconded to the Imperial General Staff, as he feels this will help planning and deployment issues."

"That sounds like a good idea sir, as it will allow me a much greater opportunity to see strategic data in advance of events and plan our response."

"Yes and it will keep Chamberlain from interfereing too much with your duties. I will tell Lord Gort that you will be joining his team shortly. This will likely be the last time we have one of our meetings Holroyd, and I'd like to thank you for shouldering this burden."

"It was no burden at all sir, in fact I have thoroughly enjoyed it."

Imperial General Staff Headquarters, London

"Now Holroyd, the first thing we will be doing is reactivating your rank, so it's Major Holroyd once again, then we will have you fitted out for your uniform."

"Yes sir."

"We have a nice set of offices we have cleared out for you and your staff, we'll wire a telephone in and a tickertape machine which our chaps use to keep us informed on major events as they happen, though not in any great detail sadly, for that you'll have to wait for the despatches like the rest of us, they will arrive via our internal pnuematic system in little tubs which shoot around the pipes that hang from the ceiling. All very efficient in my eyes."

"Indeed sir, we used a similar system in our refinary in Pittsburgh."

"Quite, you fought at Mons didn't you?"

"Yes sir, I was a wet behind the ears lieutenant with the 1st Battalion Queen's Own Royal West Kent Regiment."

"Bloody good show there, I was in the Grenadier Guards, we had some bloody tough times out there. Lets hope with good judgement and little luck we can prevent such a tragedy re-occuring."

"Yes sir, I intend to do my part."

"That's the spirit. Now Nora Williams, will be your secretary, she lives in that tiny office over there, Hello Nora."

A middle aged woman with twinking eyes looked up from behind her desk. "Hello your Lordship."

"She's only playing up the formalities for your benefit Major Holroyd, ordinarily she refers to me as Mr Gort."

"You cheeky man, of course I dont." She chortled

"Nora used to be one of my pool of secretaries and she runs a very tight ship. Nora, would you show Major Holroyd to his office and then explain to him the details of how to use the ocument chute system, then guide him to the Uniform fitters."

"Yes your Lordship." Both smiled.

"Goodbye for now Major Holroyd, I will see you tomorrow after lunch and you can provide me with a detailed report on our re-armament progress."

"Yes Sir." Holroyd snapped out a salute.

July 16th 1937

"I've read through the stuff you prepared for Baldwin, much of it good and highly promising. I've noted that it tends to heavily favour naval and airforce over Army though."

"Yes sir, it is my opinion that Britain needs a powerful Navy, and that with a strong RN we are practically invulnerable from attack. Our airforce is small and modern and would be capable of inflicting a heavy toll on any bombers that try to force our capitulation.
In the case of likely continental conflict, we would likely have a few months warning and factory production could easily switch to producing large numbers of heavy and modern weapons for our soldiers, at present I have my chaps working on lightweight submachine guns to replace our service rifles, along with light highly mobile machine guns. Also our designers have begun work on a new series of tanks with heavy 40mm guns designed to engage other armored forces."

"So you don't favour a build up of our army now."

"I feel that a limited and slow build up would best suit us, with a large scale build up after any war is declared."

"It might surprise you to know that I agree with that analysis. In fact it was my chief reason for seconding you here, I wanted to prevent that meddler Chamberlain from watering down the effectiveness of the reforms you've put through. Now on a different tack, what is your opinion of the likelihood of war between the British Empire and Japan in the near future, following their renewed offensive against the Chinese?"

"I feel it makes war more rather than less likely sir."

"Explain."

"The US the UK and the League are all opposed to Japanese expansion, and though at the moment nothing more than hot air is being propelled Japans way, I know from experience that the US considers Japan to be a potential threat, if the Japanese continue to expand the US will eventually resort to using it's economic power to try and halt such expansion, they will likely recieve assistance from the League to that effect. If such sanctions prove effective than Japan will face a serious loss of Oil and Rubber that it presently obtains through trade, the Japanese may calculate that they have only a small window of opportunity in which to strike before they are crippled."

"That's close enough to our thinking I feel. You've a good brain in your head and I intend on wringing out of it the best use I can."

"Thank you sir."

August 2nd 1937

"So I get to command this lot eh?" Vice Admiral Horton looked over the Flotilla of Submarines, the latest batch of the new Triton class."

"You will have 3 flotillas to command sir. When we have finished construction."

"well, if nothing else it's a challenge and I do enjoy challenges."

Grand Admiral Chatfield looked up from his notes, "Bloody good stuff this lot, looks like it will thoroughly modernise our destroyer production, and maximise the effectiveness of our big guns as well as assisting in preventing sinkings a capital package."

"Thats what I'm aiming for sir."

Manchester Guardian Headline 28th September 1937

China seek international assistance to end war with Japan.

Yesterday the leader of the Nationalist Chinese faction, Generalissimo Chiang Kai Shek called for international aid to end the conflict with Japan.
Japanese leaders refused to comment, an un-named source from Sinkiang said only that the Nationalists wanted an end to hostilities with Japan so they could continue their war of agression against Sinkiang.

October 2nd 1937, The fortress city of Singapore.

"The coastal fortifications have been completed to level '2' standard sir and the roads inland across the gap have been fortified to level '1'standard."

"Thats as far as we can take it sadly, the PM has given me explicit instructions on the matter."

"But why Major Holroyd sir?" The engineer was clearly flabbergasted.

"He feels that not increasing the fortifications any further will signal our good intentions to Japan, plus it will allow him to recoup several million pounds set aside for this fortress."

"I hope to God that the Japanese don't come this way sir."

"If they ever do, I hope to make sure that we come down on them like the very wrath of God himself."

"I do hope so sir, my wife is Chinese and she won't move to Blighty so I am here for the duration."

"I'll do my best for you."

"Major Holroyd sir." A cheery faced infanty corporal saluted.

"Yes corporal."

"Field Marshall Ironside sends his regards and asks if you would lunch with him and the Governor at Govenment house." He prounounced house as ouse.

"Yes thank you corporal."

"I have a car waiting sir."

following the car journey, Holroyd arrived at Government House, and following the meal and pleasantries with the Governor, he and Field Marshall Ironside stepped onto the balcony and overlooking the pale blue sea began to talk about the command structure now in place.

"I have every confidence that the command structure will work Major, but it's whether the troops for me to command will arrive in time to prevent a debacle, the garrisson here is at 25% of its established strength."

"I've noted that in a despatch to the CIGS sir, hopefully they will take account of it."

"I do hope so. Now I know that Europe will be the main zone of contention, but if these sods decide to throw their cap in the ring and the Indian Divisions have been shifted to Europe, we will be shafted son."

"I'm working on something to hopefully prevent that scenario sir, we are developing a long range transport plane, and intend on training a division of parachute troops to act as a strategic reserve."

"Will they be enough though."

"They may have to be sir."

"Yes, and that, that ... prime minister of ours, has cut away the only thing which would have possibly redressed the balance, and made it enough"

"I have tried to prevent it sir, but he has slashed the military budgets across the board. We had to scrap the Ark Royal on her slipway, 20% completed."

"He's a short sighted, petty, flea brained, first class burk." Ironside's neck had gone bright red.

"I realise that sir, we have to realise though, that the public who voted him in see things pretty much as he does."

"And may God forgive them, because this sort of stupidy will see the damned empire collapse around our bloody ears." The Field Marshall took a moment to compose himself.

"Forgive me Major, I'm just so bloody angry with the whole shower at no. 10 these days. Ours isn't to question after all."

"Yes sir, you can be assured that I will do everything I can to make sure your position here is never untenable."

USA protests at Japanese agression and violation of Kellog peace pact.

It is believed that the USA is considering economic sanctions against Japanese interests following the continued offensive into China.
Japanese sources say that the invasion of China is an internal Japanese matter and outside interference will not be tolerated.

Times Page 13 story:

Our magnificent men in the white lab coats and hard working engineers have finished the design for the Airforces new fighters, this magnificent flying machine, the Supermarine Spitfire, is believed to be the best fighter craft in Europe if not the world, it is faster and more agile with heavier cannons than any current French, German or American fighter.
Another triumph for British industry and inginuity.

November 7th 1937

Holroyd sat watching the tickertape telegraph, as it softly tapped out another message.
Over the past few weeks many interesting messages had arrived from the many British telegraphy outposts around the world, the Haitian crisis, the Soviets agreeing to help Communist China against Japan, the terrible purges of the Soviet officer cadres.
This morning he had learned that Konoe Fumimaro had become the latest Japanese prime minister. How exactly would that affect the situation in the far east?
The man was against the heavy military commitment in China and had made important enemies in the Imperial Army, would he be able to resist their increasing power, obviously the Japanese people thought he might. One thing for sure Chamberlain would see it as another justification for his current policies.

The tickertape purr stopped, and Holroyd lifted up the message.

"Germany have vowed to respect Belgian neutrality in the case of war with France? I guess that means the first place we will see German tanks is in Brussells."

"Whats that Major." Nora called in from her office.

"That bastard Hitler, has promised to respect Belgian neutrality, I was just saying out loud that in my opinon that means Belgium is one of his primary targets."

"Well he'd be a silly bugger to try and cross the Maignot line, wouldn't he."

January 1st 1938, IGS headquarters, London

"Good morning Major Holroyd. I enjoyed reading your brief on the Japanese situation."

"Thank you sir."

"Now for the benefit of our guest this morning, your going to have to go through it again."

"Oh."

The door opened and in walked the Prime Minister, Holroyd and Gort both saluted.

"Thank you gentlemen, thank you, please sit down." Chamberlain helped himself to Lord Gort's favourite seat and took a sheaf of the rich velum writing paper from a nearby tray, then reached into his pocket to retrieve a pen.

"Major Holroyd, has put together this report based on his recent trip to the Singapore naval base and many reports we've had coming in from the far east in general."

"Good, well lets have it then Major."

"Yes sir." The prime ministers brother had once been an aquaintance of Holroyd's and he had met Neville at a few private functions in the early 20s. Both brothers were pacifists at heart and perveresly enough Imperialists.

"The situation in Japan at the moment is critical, the new Prime Minister Konoe Fumimaro has come to power with the intention of tackling the powerful military influence over the nation. The Americans have recently banned all armament sales to Japan, this in itself is
irrelevant, because the Japanese are capable of producing all their own needs in that respect. But this type of interference will only weaken Fumimaro's hand as the Generals resent foriegn interference and tighten their grip."

"Then we should suggest the Americans refrain from interfering further?" A puppy dog eager look shot across Chamberlains face and he began to scribble down notes to himself.

Holroyd's heart sank, this man truly believed that peace could always be obtained given enough rational discussion. That through disarmament others would realise that Britain did not threaten them and follow her example, that the league could solve the worlds problems.
Yet here we were, the monsters had still not disapeared, shadows were falling across the failed and failing democracies across Asia and Europe.
The memory of the trenches and the hard, hard four years of fighting, had scarred the nation's psyche, they like Chamberlain were determined to make the monsters go away by banning them, yet the monsters would always be there and the strong would always be needed to protect the weak.
If they did not what good were the strong? why should they exist? Here we were over 20 years after the start of the most terrible war in European history, where failure to make it truly clear to Germany that Britain would weigh in on the Franco-Russian side if Belgian neutrality was violated, allowed perhaps the last chance to check a powerful aggressor from trouncing a smaller and weaker opponent.

"No sir, I believe we should request the American's give Japan an ultimatum, The generals there resent foriegn interference but they will only see failure to continue the pressure as western weakness and ..."

"My dear Field Marshall, your Major does have an excitable mind doesn't he?"

"Yes sir, but I have found his thinking to also be generally very well founded."

"On matters military I am sure, but for political matters calls for a political brain, yes Major, this is something to leave to me. We can win peace but we must be willing to sacrifice things to make those who feel threatend by us feel secure."

"Sir there are those who will never be satisfied no matter what we give them."

"Yes and when we reach that stage, you gentlemen will be called upon. Good Day Field Marshall, Major." Chamberlain capped his pen and took the sheet of paper. Stood up and walked to the door, Lord Gort and Holroyd stood almost as one and Gort followed him out of the door.

When he returned half an hour later, he had a stern look on his face.
"I think you managed to upset our esteemed leader."

"I am sorry sir."

"Don't be, it's just what he needs a good blast of common sense. Like that windbag Cecil, I've a good mind to pay a visit to the House of Lords and give him a piece of my mind. Nobel peace prize indeed. But please do not bring the subject up with him again, windbag he may be, but he's also the Prime Minister."

"Yes sir."

"Now ABC is here, I believe he is looking forward to lunch with you before he sets off for the med, lucky bastard."

"Thank you sir."

Holroyd made his way to the main luch hall. ABC, Admiral Andrew Cunningham, sat chatting with several of the younger soldiers and clerks who manned the IGS building.

"Holroyd, get over here you bugger!" General laughter broke out.

"Hello sir,"

"I hear our lord and master got a blast from a certain recently returned to service loudmouthed Major today."

"Well ..."

"Bloody good for you, hope it woke him up, one day we'll have to put right the mess that those buggers make, and if he has his way it won't be an easy task. Gentlemen raise your mugs to Major John Holroyd, may God rot him." raucus laughter burst out with Holroyd joining in. With men like this at the helm even if Chamberlain and his type managed to mess things up there would always be hope.
