I've been reading alot on the awoiaf wiki and stumbled onto this:
The Marsh King was the title of the ruler of the Neck centuries the before the War of Conquest. Rickard Stark, the King In The North, defeated the last of the Marsh Kings and married his daughter taking the Neck.
So my question is, who were these Marsh Kings? Also, is it possible to become Marsh King yourself?

Going by the info it would seem they were Kings of the Neck, crannogmen. No, it says that it was centuries ago, so it has become a dejure title of the north.

EDIT: You may be able to create a titular kingdom of the neck.
 
Marsh kings were probably the Marshes. And after they got Annexed the Starks put the Reeds in charge of the Neck.

Yeah, your theory makes sense. House Marsh is also in charge of Moat Calin (in the mod) which most likely served as the capital of the former Marsh Kingdom. I'm just a little surprised that their ain't more info on this but I guess it's just not that important for the main story anyway. But back to my other question, is it possible to return the crannogmen to their former glory and create and independent kingdom?

Yes you can, once you take independence you can create a titular "kingdom".
 
I don't see why it would be house marsh, it could just as easily be any of the other Crannogmen houses.

Are you referring to modding the title into the files or is there a mechanic within the game that allows the creation of titular kingdoms?

If you are independent, and hold two High Lord titles, then you can create a titular kingdom based on one of those titles. For example, if you are High Lord of the Neck and Conquer the High Lordship of Flint's Fingers, and take the title, as well as being independent, then you can become the titular king of the Neck.

I haven't really played the mod a lot or even updated for months, so a lot of things you might find pedestrian are new to me. Love what they have done to it so far though.
