The "Miklagarðaríki" achievement doesnt fire even though i have fulfilled all the requirements

Description​

Same as the summary really. As you can see in the screenshot and the savefile my character is an Ásatru norse ruler of the Empire of Carpathia which controls the Kingsom of Thellasoniki fully. But the achievement never fired. I know achievements work in the savefile because i got the maximum dread achievement afterwards.
