The tooltip describes what should happen. But when you actually invade the penalty is gone in the battle screen. Shows no effect on river crossings. Steps to reproduce Play as england, declare on france, navally invade the french in caux. before invading get adm tech 5. and take one point in naval ideas. the tooltip for naval invasion will warn that you may get -1 crossing penalty. Hey there and thanks for the report! The modifier not working when crossing rivers is as designed but it completely removing the penalty when disembarking a ship is not, so I've sent this issue over to our database.
