The Soviet Black Sea fleet in HoI is stuck inside the Black Sea while Turkey is neutral, but historically this was not the case. This is an issue we raised in the Uber Balkan Mod, but I wanted to bring it up here as well. I don't know if other mods have dealt with it.
HoI uses the 19th century rule for the Turkish Straits, according to which the straits are closed to all warships except allies of Turkey (or the controller of Istanbul). But after the 1923 Lausanne Treaty this was changed, with some limitations placed by the Montreux Convention in 1936. When it is not at war, the Soviet Union (and Romania and Bulgaria) in the game should be able to move ships in and out of the Black Sea, as long as they move one capital ship at a time. Only countries at war should not be able to move through the Straits, unless they are allied to Turkey.
