Specifically, the fact that stationing troops in an HQ does precisely nothing to defend against an invasion. Every time the enemy invades, you have to wait for their troops to be ready to start before even being able to assign troops to the defense. In some cases this means that due to travel time (even from the HQ being invaded) they get to partially occupy the state with no opposition. It means that, if you don't have a navy to stop the enemy landing in the first place, you have to babysit every single invasion so that you can assign troops as soon as possible.
I wouldn't have an issue with unopposed landings if it were a case of raids to increase devastation and radicals or something, but being able to occupy the entire state for free because I was 2 days late in assigning troops to the front is horrendous.
