War has been long overdue for a rework. I would very much like to see the following improvements:

  1. Individualized wars
    1. Ability to join wars in progress
    2. Ability to negotiate out of a war with the consent of your allies
    3. Ability to negotiate out of a war without the consent of your allies
    4. Ability to decline to join an ally's war, breaking any associated treaties
  2. Prevent forever wars caused by unachievable war goals
    1. War score should more accurately reflect an empire's ability to fight, and the AI should more readily surrender when it's apparent that it's lost
    2. War score should more heavily weight occupation and value systems by their economic value rather than a flat percentage.
      1. Planets and Megastructures should be valued significantly higher than empty systems.
    3. Calculate occupation relative to the empire(s) being targeted by the war goals, rather than of all opposing war participants.
      1. An entire federation should not need to be occupied to vassalize a single member.
  3. More flexibility for capturing planets
    1. Ability to not integrate planet or pops
      1. allow population to become refugees
      2. allow population to become pre-FTL empire?
    2. Ability to genocide a planet without integrating it
      1. Manage through situation?
    3. Ability to resettle all pops without integrating planet?
      1. Allow some to escape as refugees?
      2. Manage through situation?
  4. Fewer fleets
    1. Reduce end game lag caused by fleets
    2. Simplify management of end game fleets
