the "Overseer" trait (which adds +50% control growth) doesn't work as intended when there is negative control growth

Description​

when control growth is positive, the trait is okay (e.g. +10 becomes +15).
but when control growth is negative, it worsens the situation, which probably isn't the trait's intended function (e.g. -10 becomes -15)

Steps to reproduce​

you need to have negative control growth while also having the overseer trait.
