It is also clear that you did not help yourself by reading the sticky threads like you are supposed to, So you could not have been too desperate for help. :)

Okay, Have you had it working before?
have you tried my standard advice?

Castellon's Standard advice:
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
 
If you had read all the stickies your post would have been in a different format and would have started off by stateing you had read all the stickies. ;)

Okay so you install EU2 and it works normally.
You install patch 1.08 and encounter this problem or only when you install the beta?
 
Regardig format: If you had read the sticky threads you would know. ;)

Please run a DirectX Diagnostic:
Start menu –Run - then type Dxdiag, then select each tab across the top of the window, and run the tests on each tab. Then select “Save All Information” button in the lower right of the window. This will bring up a dialog box to allow you to select a name for the file where the information will be saved. You can save it right on the desktop as this will make it easy to find. Then copy the contents of that file from the start to the heading that says “DirectX components” then paste what you have copied into a post in this thread.
 
Just a few notes: I see that you decided not to follow my standard advice as you are still sitting at 32BIT.

Your video driver is also way out of date, you should Download the latest one.
Not really to do with this but it will avoid other problems.

As Andrew Suggests, wipe the game from the system, run a search to make sure you don't have another directory floating around.
 
THese things are cumulative, it may require two changes, if you only try things one at a time and then change them back, the problem may never be resolved.
I hope the first thing you did after reinstall is rename the AVI folder.

Have you updated your video driver? I feel that may be key.
