Back story:
During the Civil War, the CSA was able to sieze D.C., Jefferson Davis declared victory over the USA, (even though the Union had the western CSA, there was great dissent agianst the war, and in the peace treaty, Mississippi, Louisiana, Missouri, Arkansas, Texas, and Oklahoma were given to the USA, which was seen by the CSA as a small price to pay for independence). This encourged California to bloodlessly succed.
All of these events generated a vengeful and fearful feeling in the USA, so, an Oligarchy of the Radical Republicans was formed to "secure" America. This oligarchy began to encourge intense nationalism, and polices aimed at collectivation of wealth to help pay for the recession, which followed the "Second American Revolution of 1861". Most the upper classes were alarmed and they decided to carve out an idependent New England as an idependent monarchy, and the Astors were chosen to be the Royal family of the Kingdom. The half of the CSA that was given back was treated like a conqured ppl, a strong sense of Louisiana patritism was nutured by these governmental measures, which lead to a revolution, the US army was so split apart it could not respond, so it was successful. The new nation has invited Jean de Bourbon III to reign as Emperor of Louisiana.
EUROPE
Prince Matternich of Austria never left, and in fact, encourged heavy industry and his successors encourged the establishment of African Colonies. Harsher policies of Austria lead to a Hungarian revolt and short but devastating civil war mostly in Croatia and the Magyar heartland, the war was a stalemate, so a treaty was signed and allowed for a free Magyar nation at last, which was estabished as an "Aristocratic Republic" ruled by nobles.

Russian civil war of 1902-05, caused by a crak down by the Tsar in 1901

Nickie was captured but the whites under Admiral Kochalk liberated him and as the whites were able to capture Moscow and Petrograd,Nickie was smart enough to turn Russia into a Constitutional Monarchy. The Reds fled and held onto most of the east and signed an armistice with Russian empire, using the Urals to set the border. Russia lost the Ukarian and Byelorussia, but was able to considalite control over the Caucas, Finland, and the Crimia. In South Central Asia, two states kicked out the communist in the area: Kazan and Turkestan.
Kazan was a central democracy while Turkestan became a fundementalistic, Islamic nation, bent on taking control of Kazan.
Baron von Sternburg took control of Mongolia and invaded a wrecked china, torn apart by the leftist, rightist, and the warlords, in which the baron was able to sieze lower mongolia, thus declaring himslef Khan of all the mongolians....

Transarmur also established itself as an independent state and was able to be freed from the Red bear.....

After the Franco-Prussian War, Prussia, seeking to hurt french power/prestige, gave French Indochina to Siam, which inturn, became a united Indochinese state under the Siamese Emperor.
California took many of the historically american islands such as Hawaii, while the CSA, Louisiana, Germany and the UK also participate in the carving of Asia
Africa is pretty much historical, Berlin confernce, except with more nations Austria, Louisiana, New England, and No Italian participation, as it is distracted by more pressing issues on the homefront
Middle East
Ottoman Empires suffers more than in our timeline. As Zionism is far more stronger in this timeline, the Sultant is forced to allow this but is given a huge sum of money, which is used to reform the aging empire, meanwhile, a great Arab revolt hits the country and due to the lack of a modern armed and great British support, the Arabs secure thier homeland, but to the dismay of the Westerners, they become a very fundementalist nation, an ally of Turkestan. Its national goal is simple: Spread the Islamic Revolution to the world.
Turkey was able to hold on to Syria, and northern Mesopotmia, there is a great sense of vengence by the ppl who want to strike back at the Arabs.
the Jewish state has successfully become a powerful, and modern state in the Mid-east, but is savagly hated by the Arab union, which wishes to conquer it...
In america, Arraon V. Burr V, a decended of the first Arroan V. Burr, has just been apptioned by the Congress (oligarchy's main body), soon after Burr sacked the congress, and declared himself the "Supreme Leader" of the new "United States Of Greater America", in which he emplemented nationalism, socialism, and unitism into a government he lables as "National Socilism" (not the national Socialism that gripped Germany in our timeline). He has come in complete control of America, Burr has embarked in a major rearmnent program to save the economy and strenghthen the millitary and to "secure the nation" from so called "traitors to the American Dream", by using these excuses, he created the CIA to monoter the expotential threats, while using the FBI to completly control the American ppl. Only the new leader in DC knows whats the next step for his new state is....
