When playing as Iran, "Third Persion Empire" i negotiated a non-agression pact with the Soviets (in this case Provisional Russian Government) after some diplo pressure and improve relations.

Unfortunately the focus The Tehran-Moscow Pact does not check this, and does not Bypass as it should.
