The Byzantines had plenty of themes in the Balkans, so expanding the Theme system there makes total sense.

Vlore -> Avlonas
Durres -> Dyrrachion
Lezhe -> Lissos
Skopje -> Scoupoi
Burgas -> Mesembria (it's not Burgas, but it was an improtant city until it was taken by the Ottomans and only started to loose influence)
Sofya -> Serdica
Filibe (Plovdiv) -> Philippopolis (already there)
Nigbolu -> Nicopolis (can't seem to find any name for Tarnovo, but Turkish name Nigbolu suggests Nicopolis)
Vidin stays
Silistre -> Durostolon
Kosovo -> ???
Nis -> Nysos
Zeta -> Diokleia (Dioclea?)
Raska -> Arsa?
Smederevo -> Semedria
Others...

The thing is, i dont think you should be changing the names of provinces via decision that arent Greek cultured, because then the only way to revert their name is via event/ another decision. Say you change Albanian province to a Greek name, and then this province revolts as Albania. Makes no sense for it to retain Greek name, does it?

Dynamic names on the other hand, sure, makes perfect sense.
 
Say rename Turkish provinces to Greek themes, and then Ottomans revolt. Same situation, yet it's there.
In reality, if Byzantium acquires those lands, it's probably not loosing them anymore.

Thats why dynamic names are the way to go and instead of renaming provinces i would rework themes into something with provincial modifiers idk?
 
I’d much rather if the theme decision wasn’t connected to the names at all, either. All dynamic names. I actually avoid raising regiments in the turkish-named territories because of it.

The problem with dynamic names is that they only cover names of provinces while names of provinces' capitals remain unchanged. The only way to change those is via an event or a decision. That's why Greek names for Turkish provinces are aquired via a decision. It would be really nice if we had the dynamic names feature expanded to provinces' capitals.
 
Perhaps a custom government-type with an area modifier like a pasha would work well to model themes for Byzantium. Expanding the dynamic names system to province capitals does seem a natural step though.
