Let the consuls see to it that the state suffers no harm.
I'm intrigued by the role the senatus consultum ultimum played in the late Republic and I'm toying with the idea of making a decision for it.
Here are my ideas about it:
Conditions to pass the law:
Consul must not be a populist
Consul must have high finesse
Populists must not be dominant in the Senate
Tyranny must be 4 or higher
Effects of passing the law:
Substantial bonus to intrigue success chances
Substantial increase in revolt risk
Moderate increase in Tyranny
Repeal conditions:
Tyranny must be 2 or lower
Infamy must be 2 or lower
Basically, I envision this as a way for republics to get to do lots of dirty tricks (especially to "manage" their populist characters), but at a substantial cost.
Potential problems:
AI couldn't use this effectively
The senate still might not approve assassination missions.
