Theocratic Titles Take Months to Assign

Description​

When capturing a temple holding as a theocratic religion then title does not automatically allocate until months later - and cannot be manually allocated. The same behaviour occurs when converting to a theocratic religion and also affects the court chaplain which remains vacant.

In addition to apply severe domain limit penalties in many instances, it also blocks the allocation of higher level titles that contain the temple holding(s) so can also result in duchy limit penalties

The problem is particularly acute when converting to Hellenism via the Roman Empire decision, where it would appear the titles never allocate (or at least take an exceptionally long time)

Steps to reproduce​

1) As a theocratic religion capture a county including a temple holding (e.g. holy war against a Muslim) or convert to a different theocratic religion
2) Observe: temple holding become held by PC (expected) but cannot be manually allocated and take months to be automatically allocated (in the case of conversion the realm priest is similarly affected)
Expected: the temple holdings and realm priest are quickly automatically assigned to new theocratic vassals

Not really a Bug here, you simply have to appoint a Realm Priest.

Temporal Appointment Faith Players are no longer get their Realm Priest auto-filled, because this Right belongs to the Ruler in this Faiths, only the AI gets their Realm Priest auto-filled, because the AI is unable to appoint one.

The general behaviour occurs when the realm priest is assigned e.g. after a holy war.

Admittedly, the acute symptoms occurring following the Roman Empire decision may be due to the realm priest, as it appeared as though it could not be assigned (like the titles themselves), however, in the case of the realm priest themselves this was due to the lack of suitable candidates at court (i.e. no one converts to Hellenism with you)
