There is a stutter/lag happening with all animations and camera movement. All animations seem to lag every few seconds at the same time. Happens every 2 to 3 seconds without fail. Scrolling is not smooth and seems to lag at the same time as other animations.

Expected Result​

All animations should be smooth. Scrolling around the map should be smooth and a consistent speed.

Actual Result​

All animations lag every 2 to 3 seconds all at the same time. Everything slows down at once and then speeds back up to slow down again. Scrolling around the map lags at the same time.

Steps to reproduce​

I just load up the game in low settings and it happens every time.
