This is a bug?!

I am palying HSR lastest version for the 1st time . I am using Germany. I was only be able to research one more carrier model form 36'. I am almost in 37' now, still other option for research better carriers are closed as if I need some other tech as well. Is this a bug? or it is the problem of other techs that I haven't finished research?(but inHOI2, there is no such thing)...so I have to choice but turn to BB mow.....anybody can help me out?! Thanks in advcance!

I'm guessing, but maybe it's because, historically, Germany never advanced much further in CV design?

After all, it is Historical Stony Road, right?
