I am aware of the bug that Riga cannot propogate the religion in Catholic regions. This will be fixed for the next hotfix.

I can't promise that this will make into the hotfix tbh. Unlike the Riga bug, the inability of converting Trade Companies seems to be code related (though I might have overlooked something) and might be even intended.
However, I can agree that it would be an interesting synergy with Trade Companies if Propogating the Religion also converts these provinces.
