I've been playing around a bit with Sparta, and I've looked a bit under the titualr empire decisions.
From this it seems that I need to personally hold the countied for the title (hellenic emprie in this case)
Is this supposed to be? since I don't think that there should be a difference between a vassal holding it, or you holding the title personally when it's about county titles.
This also kind of leads to the point where the player is forced into having his demesne split up all over the place...
 
That's the way Shaytana designed it. And once your empire is created, you can re-centralize your demesne. And nothing keeping you from modding your files further if you have the ability/courage, though your changes are likely to be overwritten by the next version.
 
Yikes, that's pretty unforgiving. Thanks for bringing that up, beartjah. As a new player, I had no idea it would be so strict; I'll make sure to plan my demesne around creating an empire in my next game :confused: I guess I got lucky when I played Koln. When I started getting the big negative administration modifiers for not having an empire, I just took Julich and the dejure empire
 
Yeah I just ran into that, I want to form the Ptolemaic empire and looked at the conditions but I had already given away my starting county and dukedom and made it a republic and I dont want to take it away. I think this is something that should change.

IIRC, futuregary attempted to change it so that you it only needed to be in your realm, but it turned out the code for it only works for duchy-tier titles, not county-tier titles, so we reverted it
so it's less a "design choice" and more of "can't do much about it" really

Though I think that, if that's the only problem, that saying you should own the duchies that the counties are in would probably be a solution...
But then again, that's when the technical part is the only reason, and I think (form what richvh said) that's not the only reason.

What about the requirements for forming the ostrogothic Empire? IIRC it just says X is completely controlled.

Does completely_control not work for county level titles? It did for me when I was doing a Venice de iure switch from Byz to Italia event back in 2.0.1.
 
For e_egoth (Austrgothia), you must be Ostrogothic in culture, and personally hold the titles k_taurica (Kingdom of Taurica), d_moldau (Duchy of Moldova) and d_wallachia (Duchy of Wallachia).
