Titular kingdoms/empires do not integrate lower titles

Description​

Titular kingdoms/empires do not integrate lower titles even if it completely controlled.
I've noticed that when gave myself Latin empire titles through console. For some reason of title has no dejure lands it cannot integrate anything into itself.
I think this is because lower titles require direct bordering when on land or through single sea tile for regular titles to start integration. So because titular kingdoms/empires have no dejure lands, game just thinks there's no border
