Told in the To-Do list to control drug addition in the prison, despite having 0 prisoners addicted

I have this issue as well, with the latest (Kite) update (Windows, Steam, no mods). The todo list says I have 0 addicted prisoners, while the programs list says I have 6 referrals to the treatment program and most of my prisoners have addictions mentioned in the grading.
