Tooltip for changing PMs shows incorrect qualifications

Description​

When changing production methods in a state with insufficient qualifications for the new PM, the tooltip does not show an alert for the lack of qualifications. Instead, it shows the alert when trying to swap back to the old PM that doesn't require the qualifications.

Steps to reproduce​

Change to a new PM in any state with insufficient qualifications, and then change back.
