Tourism bug: Not enough customers despite hotel is full and subsidized

Steps to reproduce​

I have two hotels on a city with 101 tourists / month that expend 675$ at night. I have attraction nearby and city attractiveness is 43 with +6% of seasonal effect

Expected Result​

Business (hotel) working fine without problems

Actual Result​

Hotel shows "Not enough customers" despite is always full (6/6 rooms) and there are only two of them for 101 tourists

Updated: The buildings, despite the warning of Not enough customers, they upgrade.

In this case, they are not fully full, because it's fall, but they are also not empty at all. Also I attach probe that hotels are subsidised at -5%.

Did you check how many food companies you have?

hotels require food. I guess if there aren't any food companies, hotels are much less likely to spawn.

I just started playing the game after the last patch and I realized the number of food companies in my 200k cities is 1. So something may very well be wrong.

I will check it, but the problem is not the spawn, it happens. The problem is that they show they are full, they even level up, but they complain that there are not enough customers. I guess food can be imported as many other goods.

Agreed - there's an issue going on. A few additional observations:

1) the count of tourist for larger cities seems low. I have a 200k pop city with 100 attractiveness and hundreds of tourists.
2) as hotels level up, the capacity of rental units remains low (very similar to office buildings being capped at 5 employees).
3) something is also going on with food; even at 8% tax rates I would expect more food businesses but my city only had like 10.

4) the likelihood of entertainment and recreation commercial is also very low;

5) every tourist has a neutral happiness. this seems really odd.

Thank you for the saves. We've managed to reproduce this issue, so we'll continue to investigate it. I don't have an ETA for when we may be able to address it, but I'll let you know when there's an update.

It's been almost a year. do you have an update on this "Not Enough Customers" at hotel bug? thanks if you have a work-around procedure to help now let us know. Deleting my hotels and making them again doesn't help.
