They may have gotten that random event thingy 'Trade embargo against all nations for XX months with no bad side effects' or whatever its called. This would not give you a CB against them.

Have you actually tried to declare war on them? If you are refused trade, it won't show a CB in your diplomacy screen, but when you DoW there are no penalties for lacking one.

The CB for refusing trade do appear in the diplomacy screen. If there's none, it's probably an "embargo" (don't remember its actual name) random event.

Wrong again :D

Anyway, it's easy to check - if they are refusing trade against everybody, it has to be the random event - otherwise their stability would be about minus seventy-five.
