Trading with the Enemy

If a country already has a permanent CB against me, what do I have to lose by imposing trade embargos with them in my COTS? Do I gain BB points (doesn't appear so from the FAQ)? Is the country I embargo more inclined to attack me? Are others more inclined to attack me? I don't see what I have to lose!

You will lose one stability, the country will have a CB against you, in your case they already have one, and when I did trade embargoes in my game, I was attacked by the country so they could get back in. But I was Russia, and saw no need to let Poland into my COT.
