When trains leave from the outside tracks they barley move causing huge traffic inside the city's train tracks.

I'm console, PC has options with mods I do not have.
* If the trains leaving your city are backing up. You might try adding 2 rail cargo hubs at the cities edge. One to the outside connection, one to the city. Both connected to a roundabout so they can exchange cargo. That makes only one hub connected to the outside connection, the outside connection should be able to handle the flow of trains. The roundabout should be connected by road to the city side for Service connections. I usually place a Industries warehouse set to goods on a side street, on the roundabout to help regulate the flow of goods.
* If trains are backing up on the city side there would be a other different solutions to your rail connections. Post more information if needed.
