Transferring entire countries?

What should I do if I want to transfer an entire state (TITLE and PROVINCIAL TITLES) from one character to another? Or how do I edit a state to break it into its component counties and parcel those off to other characters in editing? How do I wipe it clean off and give it to another guy through editing? What should I modify in what files in the scenario folder?
