In my opinion, a pacifist empire is an empire who just wants to mind its own business without getting disturbed by outsiders. They can be peaceful/friendly but they can also dislike/hate others. Just because they are not eager to start a war with another empire, does not mean they value life of others. Xenophile on the other hand, looks exactly like they value all life in the galaxy. This policy is something a xenophile empire would try to avoid, instead of a pacifist empire who probably dragged into a war.

Tend to agree here. It's why I feel Sovereign Guardianship should be a Pacifist Civic, not a Militarist one. Even the AI Weight modifiers support my position concerning Unyielding and Eternal Vigilance. Just because you're Pacifist, doesn't mean you willingly go out of your way to ignore the Military side of things. You just prioritize Defense over Offense. Militarists prioritize Offense(aka Ships) while Pacifists prioritize Defense(aka Static Defense). So what if it means a Fanatic Pacifist with SG has -80% Pops. We can already get to -100% w/o it but it would give players significant flexibility with respect to Traditions, Ethics and Ascension path.
