Transferring prisoners to lower security levels doesn't work

When prisoners are ready to transfer to a lower security level, it won't work. (Cleared for transfer DLC)

I press the 'approve all' button. A dialogue pops up to ask if I would like to transfer them, I click Ok... and nothing happens. I waited to see if it took some time, but it doesn't happen.

I am on Steam/Windows 10. I did turn on the transfer feature in the map options halfway through playing this save, so I don't know if that has anything to do with it.

I've seen that implementing a new DLC on any existing prison does not bring in all that DLC's new features in this game.

I suspect you are seeing a similar issue, as you say. Can you test this on a new prison started with that feature enabled?

Ok it is working now! Thanks! (made a new prison with the setting tuned on from the beginning)
