I tried re-hosting a game with several other friends to continue it - one of them during hot join is sticking at 0.00% transferring save for joining the game - everybody else hot joins fine. We have all the right versions - played the game recently starting a new game worked fine. Seems to just be loading the save that's a problem.

I had him delete his game, delete both stellaris game folders - one in the documents/paradox interactive/stellaris and the other in the steam directory. Re-installed the game, turn off his firewall/windows defender. After all that still didn't work. I can't give him the save to host since he doesn't have the DLC - I have to host it.

Is this some issue where he has to set up some port forwarding rules and add an exception for stellaris? I can recall having to do that for other older multiplayer games that've had issues like this. I'm at a bit of a loss really.
 
If there were blocked ports causing this, they would affect new and other saved games too, not just this one. It is frankly hard to see what could possibly have this effect on just one user, within just one galaxy.

Have all users opt into the cross-store MP option, which is in a droplist next to the PLAY button in our launcher. Is that any different?
