USSR get blueprint from usa event, DC3 agreement but as USA u must research this with out blueprint. EVentually getting blueprint from Russia instead. Is it WAD ?

Yes, is WAD. Soviet Union manufactured hundreds of those planes (named Lisunov Li-2) under Douglas license before USA enter the war. They were used in the war industry by the SU before USA used them.
