Does the amount of gold you have in your treasury affect vassalization chances? I tried a number of times to vassalize the Hansa as Austria, and even though I had all the prerequisites met and a +200 relation, they always refused. I was about to give up when I saw that they had just started building a manufactory in one of their provinces. As it happened, I had just been saving money to build one of my own; I had over 1000 ducats in the treasury, and I assumed that the Hansa didn't have much left. I proposed vassalization, and they accepted.

Was this just luck, or do you have to be bigger, more powerful, *and* richer to vassalize someone?
 
From how I understand it you need +190 at least relations, a royal marriage, same religion and an alliance to be able to offer a vassalisation. Wether or not it succedes is dependent on relative sizes, the diplomacy rating of your monarch and possibly other factors that I dont know.
 
I started the campaign with Naples as my vasall,I have a border as I own Sicily and relationship of 200.
Other thing is Geneva I have a royal marriage military alliance and relationship of 200 but I cant offer them to be a vasall.
Geneva is at war with other countries but Naples not
