I have a save on an Island, with Psyche Ward and (I think) Cleared for Transfer active. In my forestry area, the trees are being planted just fine. Outside my forestry area, trees I mark for disassembly are being felled just fine. However, inside my forestry area, the workers sit at the tree chopping at it endlessly without felling it.
As soon as I remove the forestry area, all the trees there start being able to be disassembled.
For some reason, any tree that is currently inside a forestry area is indestructible.
