Preface: I have been arguing about improving migration for a long time (1) (2) (3) (4) (5)
Observation: Free pops will migrate of their own volition to nearby territories in pursuit of economic opportunities (6). However, we do not know when POPs decide to migrate and the game only explains migration attraction and migration speed (6). As it happens, a territory will have no POPs migrating even if the territory is starving or there is not enough POP capacity and there are territories in the same province with better migration attraction (7). Moreover, POPs cannot migrate to territories than are not part of the same country.
Suggestion: Tribal POPs in territories that have no outgoing migration will check for neighbouring provinces' stored food and start migrating to the higher migration attraction territory if the province stored food is 50% more than the current POP's province. That territory will not necessary be from the same country.
Why: tribe POPs will move to provinces with more food available. They are not attached to any territory and their primary interest is to have enough food. This will simulate the migration of tribesmen to provinces with more food.
