In "Control of the Clans" law description I need the law of "Federation and clans." Or "Loyal Martial disposition" etc. Unfortunately, I do not know how I could pass these laws.

You need to increase the Control of the Clans until it's maxed (Integrated).

Martial disposition is based on your prestige.

2000 prestige and martial 14+ for loyal martial, 3000 prestige and martial 16+ for devoted martial.
2000 prestige and stewardship 12+ for loyal mercantile, 3000 prestige and stewardship 14+ for devoted mercantile
2000 prestige, 200 piety for loyal clerical, 3000 prestige and 300 piety for devoted clerical.
