I am playing a m/p game. I am Italy and my brother is germany. We have all but 2 vp cities of russia but still can't puppet. We have 80% of the VP cities including the capital but neither of us is allowed to puppet. Russia only holds irtusk and vladivolstok the two territories way in the east. Does one of us have to have the 67% of the vc cities or just combined 67%. We have combined the 67% but maybe each has 45 and 45. Is this an error? What is going on? Why can't we puppet Russia?
